Is this usage of "as well as" and punctuation correct?

Hello! Please help me with the sentence from an abstract to an article.

The role of standardization in achieving strategic goals of the Russian
Federation development is considered, as well as the provisions of the Digital
Economy of the Russian Federation program in the field of standardization.

Is it grammatically correct? Is the comma needed?
