Related to a newly coined word 'Modilie'.

Is a word 'Modilie' which means to constantly modify the truth and also has some alternative meanings, is actually a neologism or a machination devised by Rahul Gandhi to accuse the Prime Minister of India for lying to citizens and not fulfilling promises made by him?
